Web-access is far from ubiquitous in most countries (wholesale digital data piracy in 3rd world is *physical*, nobody has fast-enough connections to do it otherwise). There's something soundly American in the concept that one's online browsing constitutes any aspect of identity. I am what I consume...? online? more specifically, what do you mean by a "society of control", these "systems of total control and dominance that underpin that vast consumptive possibilities of the internet"? are you referring to the technical architecture (IP switching, etc), or various regulatory bodies (govts trying to stop piracy via ISP crackdowns, etc), the Googleplex, or...? Accumulated data w/o wisdom or a strong algorhythm to sift for the right search terms is noise. We're generating more noise than ever before.
